The information required is usually required from tax authorities such as HM Revenue & Customs (HMRC) to determine what tax free allowances the starter is entitled to.
This new employee checklist is essential in the setup of payroll and the filling in of the HMRC new starter form and preparing for the first full payment submission , it helps you and the government/tax authorities work out a tax code for the first pay run for the new hire. This list is based on the United Kingdom helping you to on board and to ensure you are legally compliant and is a checklist detailing both statutory and other information required for the new starter.
As well as completing this statutory information then you will need to consider the first weeks and months of the new hire and ensure he/she has everything they need, to feel comfortable and engaged with the company, and to understand how their performance will be measured.

Do you have employee liability insurance?

Have details of the position offered been stored?

Has the employee agreed to having information stored about them?

Has the CV been stored?

Has interviewing for the position now completed?

Has security clearance been achieved (if applicable)

Have DBS checks been performed (Disclosure and Barring)

Have emergency numbers been provided?

Is there a signed contract of employment?

Is there a statement of employment?

Have references been provided and followed up?

Do you have a HMRC new starter form ready to be filled in?

Is a P45 available? (Note the HMRC starter checklist will still need to be completed).

What is the Last name/family name/surname of the new starter?

What are the First names of the employee? (not initials or shortened names, i.e. as per a birth certificate)?

What is the Gender of the employee? Have gender pay gap guidelines been considered?

What is the Date of birth of the employee?

What is the Home Address of the new starter?

Are there email contact details stored?

Are there telephone details stored?

What is the National insurance number of the new starter?

What is the Employment start date of the new starter?

What is the payment frequency of the employee? (weekly, lunar/4 weekly, monthly etc)

Has the new starter received taxable jobseekers allowance this tax year (Since April 6th)

Has the new starter received taxable employment and support allowance this tax year (Since April 6th)

Has the emloyee received taxable incapacity benefit this tax year (Since April 6th)

Does the new starter have or will have another job?

Does the new starter have a state or occupational pension scheme?

If the new starter has a student loan is it being paid direct to the student loans company by agreed monthly payments, or do they have a plan (1) or plan (2) loan?

Does the starter have or has had a student loan this tax year (Since April 6th)?

What is the identified payroll number or ID for the new starter?

What is the new starters PAYE reference?

Is the employee under a EPM6 modified pay scheme for tax equalised expatriate employees?

Is the starter from within the European Economic Area?

If the employee is seconded, do they intend to live in the UK for 183 days or more?

If the employee is seconded, do they work overseas and in the UK, but live abroad?

If the employee is seconded, from EAA or Switzerland, do they hold a Portable Document A1 (or E101) issued by the authorities there?

If the employee is seconded, from a Double Contribution Convention (DCC) do they hold a certificate issued by the authorities there?

If the employee is seconded, are they from a country which is outside of the EEA, or Switzerland, or with which the UK has an RA or DCC agreement?

Does the employee normally work outside the UK for a foreign employer, and they will continue to work for the foreign employer?

Will the employee have an irregular payment pattern (e.g. part:time)

What are the average hours per week for the new starter?

What is the employee’s passport number?

Do you know the expected salary of the new starter?

Are National Minimum wage requirements met?

Do you know the payment type of the employee? (Cash/Cheque etc)

Do you have the bank details of the employee?

Have you worked out the new starters declaration/tax code?

For Pensions auto:enrolment is the employee a entitled worker or an eligible jobholders, a non:eligible jobholder or an entitled worker?

If student load has the SL1 Start Notice been received and filed?

Has notice period been agreed?

Has probationary period been agreed?

Pre joining: Confirm start date with employee (telephone and mail)

Pre joining: Ensure desk space/computer/telephone booked for employee

Pre joining: Prepare activities list for employee for first few weeks

Pre joining: Prepare starter pack for employee

Pre joining: Order office keycard/pass/keys

Pre joining: Order business cards

Pre joining: Provide employee number / user account

Pre joining: Allocate a mentor for employee

First day: Be available to greet employee
